Under the general direction of the General Manager, the Director of Administrative Services is
responsible for planning, developing, implementing and directing policies and operations in the
Authority's procurement and capital planning and control functions.
DUTIES & RESPONSIBILITIES:
*Supervises and directs the Procurement section in the acquisition and disposal of all SMART
property, including but not limited to: supplies, fuel, vehicles, automotive parts, land and
facilities. Ensures that all procurement activities are in accordance with SMART policies as
well as applicable state and federal requirements.
*Supervises and directs the Procurement section in the administration of SMART's Central
*Supervises and directs the Project Control and Programming section in developing, obtaining
and administering capital and operating assistance grants.
*Monitors federal and state legislation and advises the General Manager regarding the impact
of legislative programs on SMART plans and operations. Serves on committees of the Michigan
Public Transit Association (MPTA) and the American Public Transit Association (APTA).
*Oversees SMART support services including photocopying, central files, office mail/package
distribution, office supply inventory and fleet vehicle management.
KNOWLEDGE, SKILLS, & ABILITIES:
*Bachelor's Degree in Business Administration, Public Administration or related discipline.
Master's Degree preferred.
*Eight or more years of progressively responsible administrative and management experience in
industry or government including experience in two or more of the following areas: project
management, procurement, operations analysis.
*Effective written and verbal communication skills.
*Problem solving and analytical skills.
