Health Touch (a VNA of Care New England Affiliate) is seeking a Data Manager to fill a granted
funded position that is housed at the RI Department of Health.


This position will serve as the  data manager for the newborn screening program and will work
closely with KIDSNET, Rhode Islandís child health information and tracking system that serves
as a database for the immunization, newborn, and home visiting programs, and receives data
from other pediatric public health programs, including Lead, WIC and Early Intervention.


The data manager will be responsible for working with three newborn screening programs that
house data in KIDSNET and will serve as a liaison between KIDSNET and the assigned affiliated
programs and program mangers, as well as being part of the KIDSNET data management team.


Duties and Responsibilities:

Provide data management for three newborn screening programs
Work with electronic birth certificate and KIDSNET data systems and serve as a liaison to
those programs
Responsible for capture, storage and retrieval of timely, accurate and complete data
Be part of the KIDSNET data management team to work on development of common long term goals,
documentation, and continuous quality improvement
Provide trouble shooting, technical support and training to system users, including
understanding users needs and promoting data quality
Work closely with internal programs, IS staff, and external vendors and partners to trouble
shoot problems and further system development and data integration efforts, including
coordination of resources and priorities
Develop, track and test new or improved data system features
Develop, produce and track data reports and requests 
Quality Assurance including development and implementation of policies and procedures to
resolve issues such as unmatched records between systems, delays, and poor data quality
Daily production tasks for importing and matching data and running reports
Other duties as needed

Qualifications and Experience:

Graduation from a college of recognized standing, preferably with a concentration in computer
science, data administration, health, or a related field
At least 3 years professional/management experience
Management of large data system or data warehouse
Application and/or formulation of policies and procedures for data quality assurance
Development of complex reports matching data from multiple data sources or tables
Training data system users
Strong knowledge of computer and relational databases
Expertise in ACCESS, EXCEL, WORD, POWERPOINT, FTP, electronic data transfer, and Windows
Ability to think analytically and problem solve with emphasis on detail and trends 
Ability to learn and apply new software readily
Strong communication and written documentation skills
Ability to work independently with minimal supervision as well as with a team
Flexibility in a work environment with constantly shifting and changing priorities
Successful management of large scale projects
