The Department of Information Technology and Telecommunications (DoITT) is the technology
services agency for the City of New York. Run like a private enterprise where expectations are
set high and technologies are cutting edge, DoITT is a City agency like no other. With growth
of over 200% in the last several years, DoITT offers tremendous potential for professional
advancement. In addition, DoITT provides an excellent comprehensive benefits package including

DoITT works with City agencies to encourage, leverage, and optimize the use of technology to
meet agency and citywide business needs. As such DoITT supports the City’s data and voice
services. In order to better support these services, DoITT is procuring an off-the shelf
application to integrate the City’s citywide voice and data services billing, order processing,
inventory management and trouble ticketing. With approximately $200 million in telecom billings
annually, this is a complex and multifaceted project. 

To manage the implementation and management of this application, DoITT is hiring a Project
Manager who will be responsible for the following:
- Working with the selected vendor to develop and manage project plans;
- Identifying business needs and requirements; 
- Coordinating data collection; 
- Overseeing customization and report requirements; 
- Managing budget and invoicing;
- Providing updates to senior staff on timeline, budget and overall progress of the project.

PREFERRED SKILLS: 
To be considered for this position, the successful candidate should possess: 
- A minimum of 5 years of telecom experience including demonstrated understanding of telecom
pricing; 
- Billing (including understanding USOC codes, service elements and Verizon’s Bill Manager and
Enterprise Solutions capabilities; 
- Order processing and inventory management; 
- A minimum of 7 years of project management experience with a demonstrated ability to deliver
projects on time and within budget;
- Experience with project management methodologies and tools; 
- Excellent communications, presentation, facilitation and organizational skills;
- Superior writing skills;
- Team player who works well with technical and non-technical resources; 
- Expertise in Microsoft Project, Excel and PowerPoint; 
- Experience managing the implementation of a large web-based application;
- Experience with large billing systems, and/or vendor management systems.

CIVIL SERVICE QUALIFICATION REQUIREMENTS:
1. A Master's Degree from an accredited college in economics, finance, accounting, business or
public administration, human resources management, management science, operations research,
organizational behavior, industrial psychology, statistics, personnel administration, labor
relations, psychology, sociology, human resources development, political science, or a closely
related field, and two years of satisfactory full-time professional experience working with the
budget of a large public or private concern in budget administration, accounting, economic or
financial administration, or fiscal or economic research; or in management or methods analysis,
operations research, organizational research or program evaluation; or in personnel or public
administration, recruitment, position classification, personnel relations, employee benefits,
staff development, employment program planning/administration, labor market research, economic
planning, social services program planning/evaluation, fiscal management, or in a related area,
18 months of which must have been in an executive, managerial, administrative or supervisory
capacity. Supervision must have included supervising staff performing professional work in the
areas described above -OR-
2. A Bachelor's Degree from an accredited college and four years of professional experience,
including the 18 months of executive, managerial, administrative or supervisory experience, as
described in “1” above.
